Master Spies?

Do they even exist? The temple of espionage says "Master Spies inherently bring in technology every turn without cost. Moreover, they are equivalent to multiple normal spies. They are represented in the interface by multiple agents in the UI. The practical result is that our research on this world is increased significantly and our espionage ability is increased by 25 points." that is word for word. But i've never actually seen these master spy things. It seems to me as if the master spies themselves dont exist, but are simply a way to explain the improvement. This doesnt really make sense, as it says they are represented by "multiple agents in the UI". Someone please clear this up for me.

It's just a way to explain the espionage ability, which gives you spies faster for the same money. Higher espionage = faster spies, esentially.

Does not a higher espionage mean a greater chance to get a "tech steal" from other civilizations? I know you can get a tech steal when you have advanced espionage level of an civilization.

I can't steal techs I've tried, please tell how. Are we talking about the Krynn. If we are, according to the description, enemys technology points are converted to espianage for the Krynn. Do  need to have civilization wide spying to go on, or do I need spy's on a planet or neither. On another count how come I can't see the dread lords planet after being advanced knowledge.
