Planet classes

I have noticed that on a random map the game never includes any planets of class 1-3. Everything is either class 0 or 4+. Can this be fixed?

Yet another change from DA to TA.  There are some class 1-3s in TA, but they're very rare-perhaps as much as 2 or 3 in a ~500 planet Gigantic/Immense abundant.

I can't remember if DA had a change from 1.8 to 2.x but if it had one it wasn't as significant.

I like to put them into the home star systems of different races. They actually turn out well in the end, since they have so many tiles for terraforming.
