Military = (0) ?

Help! (noob)

Ok so I just got this game.  Playing through the very first campaign (Terran vs Dread Lords) just to get a feel for everything and REALLY enjoying it.  However, one planet I captured I just can't seem to build any ships.  The military production of that planet is (0) - even when focused.  I have several traditional factories on the planet and my faction's military spending is set to 75%.  (I also have a starport, in case you're wondering.)  It has a population of 8bn - but no matter what ship I put in the build queue the estimated build time = never.  What am I missing?

This has to be a bug, restart the mission maybe it works.

For me, when it happend, it was because my detb was over 500billion$, it could be that

Is it perhaps a planet that requires one of the extreme colonization techs that you may not have? That would explain it.
