can't find raceconfig.xml file?

Hello, I want to edit some race stuff and I can't find the raceconfig.xml file. The file location that is posted on these forums doesn't exist in my computer. I'm using ToA 2.03 and Windows 7 64-bit. Do you know where it is?

C:\Program Files (x86)\Stardock Games\GalCiv2Ultimate\Twilight\Data\English\RaceConfig.xml
