Minor Races

Does anyone know a way to edit/change the minor races without editing code, or the like? It'd be really helpful, as I'm trying to make my own custom races, without a mod, and I don't know coding or anything and would probably break the game if I tried.

change it like normal its no differant from a mod just remember stay away from the dreadlords or the pirates there hardcoded.

Aside from the in-game race creator I don't know how.
