Cannot create a metaverse character

This is the error I get when trying to create a metaverse character, where before it simply sat at "processing data" endlessly.

 

I know my serial number IS valid because I copied it directly from this account (lists my serial number for ultimate edition) AND I tried it from impulse, which is where I bought it from.

I have the same issue. I'd like to add that I have purchased the GalCiv II: Ultimate Edition.
