Help with mods in ToA

How do I use mods in Twilight of the Arnor? I checked https://forums.galciv2.com/358717 but it was too technical for me and I didn't get anything out of it. I have the latest version of ToA and my game says the mods need to be in the folder D:\Program Files\Stardock Games\Mods\Default, I tried unzipping them there and checking use mods, but I wasn't able to use my mod Also, there is no mod folder in the twilight of the arnor folder I have, so I can't put it there.

you must create a mods folder than place the mod in it then it should work.
