Remove a major race from the united planets

Is there any way to remove one of the major races from the united planets?  Either with the scenario file or race config?

there are two ways to remove them either delete the UP trade stuff our place a bink video of your chosen.

I want them in the game as an opponent but to be removed from the united planets votes.

Theres an xml file called UPIssues, I believe all things UP are there, though i woulndt know how to modify it for that kind of thing, in the library though there are some UP mods wht dont you ask their creators if they know how?
