In the case of a monitor, it's closer to a true black than what you get on paper, since a monitor actually uses light.

I'm not sure how monitors choose to mix it (although I can just make brown on Photoshop and check the RGB mix), but in opaque materials (crayons, pens, etc.) you get brown with opposites on the color wheel (yellow and purple, red and green, so on). After that you're just playing with it.
