60Hz Refresh rates should be dead by now. Not only that, but made illegal.

Open the Display Properties, select "Settings", and click on the "Advanced" button. Under the "Adapeter" Tab, change the Refresh rate to the highest possible setting. You may need to make multiple attempts, especially if the monitor doesn't support a high refresh rate.

If you can't find it, the version of Windows being used is so obsolete that it should be replaced. (Either that, or the video card drivers should be updated.)

Here at work my monitor flickers like crazy as well while browsing this site...and those damn sysadmins disabled the display properties

Does your monitor flicker when you do actual work?

Maybe its one of those new fangled monitors that's sensitive to what it displays and the flickering is its way of steering you away from doing anything but work.

Is there a exe that is used to bring up desktop properties?

When I was a lowly temp working for a cable company using Microsoft Access, I discovered that I could make anything run that the IT people had disabled by writing a macro for it, as long as it could run with an exe.

Try looking for desk.cpl in windows/system32 (this is on 2000/XP) If you're on 9x, I don't know if the name is the same but it should be in windows/system. If you're on NT, just try looking for *.cpl and run whichever one looks like the right one (I've never used NT so I can't tell you anything about it, but it shouldn't be much different from the others if at all).

I've never been on a restricted access machine so I don't know if this method will work, but it should judging by what Cari said.

Try downloading something like Powerstrip or Rivatuner. They're pretty useful utilities. I use it to get higher non-standard refresh rates for 3-d stereo stuff. You should certainly be able to switch your refresh rate with it. Rivatuner requires an nvidia video card, though I don't know if it's enforced. Powerstrip should also work.

Yes, and no. There is "control.exe" which opens up the control panel, but that file can be restricted by a network permission.

Geez so many replies thanks all! . . . Well this is a flat screen attached to a dumbie terminal, it only flickers at these forums for some strange reason. Flickering probably isn't the right work . . . um it looks like it keeps refreshing the screen.
