Problem with planet quality

Hey, all.

I just upgraded my Twilight of the Arnor game from version 1.97 to 2.01, since I wanted the race-wide epsionage thing, plus the improvements made in the patches. However, I came across a problem in regards to planet quality. In my past games, I liked to use the "control + P" cheat to make a lot of crappy planets into good ones, not just for me but for the AI as well. I wanted to make more planets available, especially with these stars with 5 planets but all class 0, or upgrade class 4's to class 12's. All this to give everybody more research, industry, influence, etc. and basically make the game more "dense" and intense.

All this worked before version 2.01 of Twilight. After upgrading to 2.01, for some reason the "Control P" cheat command doesn't work anymore. I get a pop up about a governor and assigning stuff for the governor to do. Is there any way I can use that planet quality cheat again? Switch that governor pop up to another hot key? Fix the cheat file (if there's any)? Use a savegame editor (if any, can't seem to find one on Google)? Or just suck it up and give everybody in the game +100% planet quality bonus at the race creation / tweak screen?

I'd love to have that planet cheat back so I can turn barren star systems into juicy ones for myself and the 9 other AI's I play with on Immense maps.

I thought I read this a few days ago and it was answered. Anywho, the planet quality +1 cheat got changed to Ctrl+Shift+N

This is also annoying if you happen to have an undependable shift key, as Ctrl+N is still the 'New Game' key. Be sure to save before setting any PQs !! Many a game was lost because I wanted to do what you want, and didn't save.
