9/11 terrorist attack!

On 9/11,2215,a terrorist group named Drem,poisoned the atomosphere of the Earth.Planet quality dropped to 12 from 24.George X Push,the president of the Terran Dominion,ordered me to exterminate terrorists.So in 2216,their home planet was qonquered.

Now,the president would like to recover the PQ of the Earth and again,ordered me to do that.But I don't know how to do that! The president might execute me if I can't recover the PQ.Please,my life is at stake.Please tell me how to do that!

if you want to increase planet quality, you need to do:
Regular projects:
Soil enhancement
Habitat Improvement
Terraforming

Galactic project:
The Terraformer

Increase moral of the planet and population and I believe PQ will increase also.

I don't think morale ever affects PQ (other way around).

I've gotten the Venge minor race, that give a "terrorist group destroyed message" every time they get wiped out.... the thing is they never do anything terroristic that I see.

Thank you for your reply.I found out that if you let the Venge live for long enough, they will certainly do some kind of surprise attack.

In my case,I let Drem live for a long time.After that,I loaded saved games and tried to qonquer them immediately after their appearance.And I saw "Terrorist destroyed!". So in your games,the Venge was destroyed before they actually atttack some planets.

The problem you have is if the planets PQ quality gets knocked down to say 10 or something like that....the planet is basically screwed since the best you're going to be able to beef it up is to maybe about 13...14 if you're lucky. Your only option at that point is to eat the maintenance tax for the sub-prime colony conditions or jettison the colony.

Not true. Soil Enhancement and Habitat Improvement are only +10% each, but Terraforming is +20% and the Terraformer Wonder is another +10% if you can build it. So even a PQ10 can be turned into PQ15.

And that doesn't even count random events that can effect PQ even more.
