AI (Torians) not building up planets

Hello, I'm new posting.

I'm playing on twlight, on immense map, suicidal, with slow tech. Year is 2230.

The largest and most powerful civ, in almost all my games, is usually the Torians, as they spread really quick and have the lastest tech.

I spied on the torians and have high intell on them, When I click on "view" to see what's on their planets, and scroll through them, I've notice lots of their planets, on the outskirts of their empire, have no structures on them, not even a space port. On few of them, the torians are just terraforming the planet, but not actually building anything on them. I haven't explored the core of the torian empire yet but think they are really built up there. Is this a known issue?

Not that i'm complaining. on suicidal, if the torians did build up all their planets and start making warships, it would be a much much much harder game. But seeing the torian colonize a planet, hold it for three years, and not build a single structure on it seems a little ridiculous.

I had the same issue. Torians did not build any improvements on 14 of their planets. Not sure what causes this. I just know that the issue does not fix itself, as even after 15 years or so, they still didn't improve those worlds.

Out of curiosity, in your game, had the Torian homeworld been conquered by another race and gained possession of their unique waterslide park super project or whatever it is?

Same for Iconians - traded them heaps of good techs and didn't make use of them - left most planets bare

+ Miss-used bonus tiles (industry boost tile 300% had entertainment complex or something stupid, ect.)

No, the torian homeworld has not been conquered yet. The torians are very powerful in my game, with fleets with 100+ weapons, while everyone else has probably half that.

Intend to do it myself, probably in a few weeks or so, as I prepare my invasion fleet and take most of their empire with one blow. At that time, I think I'll pretty much beaten the game. I think I can do it unless someone declares war on me first and starting taking out all my starbases and invading my planets.

If the torian homeworld is conquered, my guess is the invading races should gain control of the waterslide park super project.

Okay. I ask because in my game, the Korath had captured the Torian homeworld where the Aquatic Transport Station (a.k.a. the waterslide park) was, and I thought that maybe it was the fairly early capture of that unique racial super project that maybe glitched the system.

And now that Aranitor has confirmed it happens to races other than the Torians, guess it's just a weird bug. But thankfully rather rare, at least for me. This is the only time that has ever happened.

The same happens with all AI civs, not just Torians. It might be a bug but on the other hand if you build up all your planets during your colony rush period (on immense maps at least) then your economy is going to be on the red badly and for a long time. Many have played like that themselves (i.e. not building anything on those newly conquered planets) with supposedly good results. Haven't tried that myself yet but 2.02 compared to 1.97 your turism revenue picks up so slowly that it seems that it could well be impossible to get your economy back to the black anytime soon. Those planets definitely don't produce much production either way and you definitely need to scale your spending even to 50% for quite a while before meeting other races to trade with. So I'm not sure if it's a bug or just a smart strategy. Need to try it once myself before making a judgment.

Well, it would be relatively easy to figure that out by checking the AI's cash level (in the trading screen or in the rankings) when they're not building on those worlds. If it's close to zero and remains there for several weeks, their economy is in any case not ready to support more building maintenance costs.

I agree with Noctilucus. Sometimes the AI will intentionally not construct buildings on a planet, most likely due to financial constraints such as production and/or maintenance costs.

I have this same issue all the time. Seems every game a few planets generally those not near the core of the AI's empire. Sometimes it ends up being half the worlds of any given empire including high quality planets. Also find so often the AI builds on wrong tiles. Also find that those Drengin (think its them) always seem to have on their worlds building like 3 arena's of agony (or whatever buildingit is that gives like 15% moral).

This is a good idea, but even 20 years into a game they still don't do anything. And, at least in my case, it's always the Torians. No other race has this problem.

So far, it seems that 2.03 has corrected the non-expanding empire phenomenon, (to the point where the Torians are a major pain in the a$$ in my current game) and from my observtion the AI is utilising its planets better, taking advantage of bonus tiles etc

The Torians never had a problem expanding, they just never DID anything with what they had. They usually had more planets than anyone but me, but 2/3 of them would have nothing but terraforming projects done. You should never invade a planet 5+ years into the game and have nothing built on it.
