'Destroyed' Quantum Power Structure

I've been having fun making friends and conquering people, but I'm starting to run into an annoying bug.  When I use tidal distruption to take a planet (I like it because it really hurts the enemy's defensive power, without destroying the planet... I rebuild most of the buildings anyways, so why keep 'em?) it will sometimes destroy the power facility on the planet (generally by the time I go conquering, we're talking quantum power structures).  The problem is, I can't rebuild it.  It's a one per planet building...  and as far as I can tell, the game thinks it's still there!

 

Anyone else running into this?

I can verify that Quantum Powerplants can't be rebuild if destroyed/scrapped/upgraded. I noticed this when I wanted to test if tile bonuses aplied to QP's and if it having factory in QP's place was more efficient (I recently found out having research building (I have best available) is lot better for me than the one that gives 25% planetary tech bonus for some reason. Maybe that's because I'm running 70% tech spending.) but found out I can't rebuild QP after having 'upgraded' it to factory. Tested scrapping QP on another planet and came with same results.

Unrelated but I also noticed that if you buy a building to replace another straight from building list costs full ammount (like the building in tile did not exist) but if you add the building into queue (to upgrade a building) you can buy it cheaper. Bit illogical behaviour imo.

edit: oh and this happens on GC2 Ultimate version 2.03
