Logistics not working in custom scenario

Help! Logistics not working in custom scenario

I have created a custom scenario with 2 teams of 4 civs, played on a custom map, however no civs can form Fleets. Game prompt states cannot exceed logistics level even with all logistics techs researched = no fleets.

Please help. I am running last update from Impulse as of 5/28/09.
