So I'm liking the new planet governor because I typically have a set of planetary improvements that I want on each planet to start out with, I've even written down this set so that when I set up a new planet, I don't miss something. But once I started increasing the quality of planets, I noticed something odd. Old improvements were getting built when they had already been built. Then I noticed that those improvements had been since upgraded, when the new spots opened up, the planet governor looks at the list, sees the old improvement, decides there isn't one present so builds it. Shouldn't the planet governor be automatically replacing the old improvements with the upgrades? As of right now, I have to go manually modify the planet governor, swapping out the old improvements and putting in the new. It's almost better not to use it in the first place. Am I missing something?
In case I wasn't clear, let's say I have a production improvement. I put it in the planet governor so that all the planets get it. Then later I research an upgraded version. Now, the old production improvement gets upgraded automatically on the planets just like they should. Then I do something that increases the quality of the planet, so I have a new open spot. The governor immediately starts to build the old production improvement instead of something that's at the end of the list that hasn't been built yet, because the old production improvement is still in the list and isn't technically present on the planet even though the upgraded version of it is. The game should be swapping out the old improvement for the new improvement automatically.
Another issue I've run across. If you put a galactic improvement in the planet governor, then every planet gets to have the galactic improvement even though there's only ever supposed to be one in the galaxy.
