Cultural Victory isn't working for me

In my latest game (latest build of game, downloaded through Stardock), I can't seem to win a cultural victory. The "12 months" timer showed up over two and a half years ago, but it never advances. I own every sector of a large galaxy and have conquered or culturally assimilated all but 2 worlds. By rights, this game should be very over.

Any ideas what might be wrong?

You must be at peace with the galaxy. At least the major civs, not sure about the minor ones.

I used this fact in my last game where I did not want to win by culture again, so I went to war with one of the week civs and it gave me the time to take down the two remaining major civs that were a threat. Tech victory next time
