Scottlingas spies stealing tech and trading for star systems?

What that basically means is that that minor race now has all the techs that the other race had researched. Just open the diplomacy screen with them and trade for the techs like you would normally.

As far as I know, this "feature" does not work exactly as advertised.  I believe you will find that the minor race will not have all of the techs of the major race and/or will not trade.  Worth checking out though.

I've had this event happen a number of times and found that the minor race didn't have the promised technology to trade.  Finally it occured to me that I disable tech brokering in all my games.  Looks like it makes a difference.  Once, I could see that the minor had the technology through spies and watching them build slave pits (they stole Drengin tech), but they just couldn't trade it to me.

Does this match your experience?

i've always wondered about the "star systems" part. what exactly does that mean? star systems as in ship tech, or star systems as in planets?. will they be more likely to trade the stolen techs for these things?

because it's annoying when this event happens as the minor race that has been apparently working closely with your spies is still saying "we worked hard to get this tech so we don't feel like trading it for less than a gillion credits"

In my experience though, they get every tech from the race they rob to trade to you except race specific ones (like slave pits)

My understanding is the event is a holdover from GCI that didn't actually get coded in, and sometimes they have the techs in question and sometimes they don't, but they're not holding out for just planets for them; they'll take just about anything (cash, influence, ships, techs, etc).
