dumb colony question

I am REALLY new to GC2: dread lords and I love it BUT  I have a problem, when I finally figured out how to colonize, I went a little fast and I had like 6-7 planets, I started to go into debt, so I figured I would build trade centers to generate revenue, the queue on the screen though said 'Never' and it wouldn't let me build it, why is it doing that, is there something I have to build first to be able to build factories, farms, etc on a colony, I got out of debt and it was still saying that, I cannot figure it out but it's killing me to buy those places outright,  I know this question is crazy basic but I've never played this game HELP!!!!

If it says "never", either you're greater than 500BC in debt, or you aren't funding (in this instance) social production.  (For ships it would be military production.)

The initial colony provides a marginal amount of production as well as research to start you off-I believe it's 16 industry and 10 research in DL.  A civ capital provides 24 of each.

Some tips:

-Higher populations produce more taxes.
-High morale increases population growth, +25% for 75%+ morale, x2 for 100% morale.
-Having 0% taxes early in the game can help you get the much needed tax population.
-Having dept for a long time slowly decreases morale (so its a good idea to get out of dept asap).
-Very low morale causes your population to start decreasing.
-You can try to sell techs and other stuff for a quick buck.
-Galactic resources can really help your economy (green for economy, yellow for morale).
