Creating bootskins

I am tring to make bootskins for the first time. They look good in the preview, but are distorded when I reboot. I use Painshop Pro to reduce my colors to 16. I even downloaded the skinstudio that was in the tutorial. The image tool was not in there. Please help anyone!!!!!!!
