Two questions, 1 on Galactipedia not working and the other on spys

Tried to download and use Galactipedia, with my new GalCiv Ultimate Edition, and it will not run.  First it was saying it could not find the Resource Type file in the Twilight directory.  So I tried adding a copy of that file from Dark Avatar to Twilight, but it still will not start.  Could it be because I now use Vista?  Haven't played GalCiv in over a year so am not sure about all the changes.

Another thing I was wondering about, since I really hate using spy's and no longer play on the Metaverse, I modified my Planet Improvements file by changing

<CanHaveAgents>1</CanHaveAgents>

to

<CanHaveAgents>0</CanHaveAgents>

for all improvements so to deactivate that portion of the game.  What I was wondering is, since I have done that, there appears to no longer be a purpose for Counter Espionage Center.  Is the CEC needed for any other reason, and can I delete it from the planetary improvements without causing other problems?

2.0 revamped the spying system in DA and TA, so you might take a look at that first, if you hate planetary spies.

No, the improvement itself isn't necessarily needed for anything, but the tech that unlocks it is hardcoded in as the super spy ability, so leave the tech itself.  It does provide a morale bonus as well, but there are other ways to get that, of course, most of them in fact better.

Have you tried using the TA Galactopedia, or are you still running the DA version?

Yes, I am using the TA Galactopedia version, it will not run, Windows  Vista gives me an error message saying it will look for a solution to the problem, but it doesn't find one.
