Modding Vegans and other "pop-up" minors

Does anyone know where the files for the Vegans and the other "pop-up" minor are? I did a search on the entire GCII folder for any mention of them and didn't find anything. Is there no way to mod them? How about the Jagged Knife?

They are hard-coded, although you can change some of the text through the English.str file.
