How to build starbases and the combat simulator

Couple of questions:

1) What do I need to build starbases? Seems like I was able to do it once in a sandbox game (but don't remember how) but in the Dread Lords campaign I cannot figure out how to do it.

2) How do you enter the combat simulator during a battle?

1) You need constructors, but it is possible that the campaign restricts the tech necessary until a later mission.

Perhaps I'm naming it wrong. I'm thinking of the screen where you can watch the space battles between your ships and the enemies. And you can replay, go forward, backward...

Open the options menu, and check the box marked "always show full battles". It should be on the user interface tab.

Oh, that one.

 

There are some options that decide when you get to watch these 'full battles'. I think the default is only when both sides are fleets, but you can check yourself. It should be in the option menu, under 'interface' -> 'battle options'.
