Tech Stealing

Ok, I have a quick question. I'm about to start a new game, and I'm confused by this option. It would seem obvious that by clicking the the "Tech Stealing" option I would enable tech stealing in my game...but, counter intuitivly the manuel says that enabling this option prevents tech stealing. If that is the case, shouldn't it read "Prevent Tech Stealing". Any way, I was just looking for a diffinitive answer on which it was, so I can start my new game. Thanks!

If Tech Stealing is enabled in the options, it will allow the possibility of stealing a tech when a planet is conquered. So you are correct, the manual is wrong, and the option is stating it intuitivly.
