planetary governors

The way I understand it..I can make a governor build order, and then assign it to planets i conquer.  However lets say i make a few different governors, labeled production, econ, and research...well when I conquer a civ, they have a whole gamut of buildings, they arent starting from scratch.  IE i cant use my governor because id be building multiple morale buildings and farms, when i wouldnt want that because my original build order would only call for one morale building, one farm.  

 

How do you guys use the planetary governors?

I only use them to build up newly colonized planets.

If you conquer a planet and then use a planetary govenor queue with say 2 factories in it, and the planet already has one factory, the govenor will only build one more. Most of the time you can use the govenor safely. Only when you have tech tree differences are you liable to run into duplicates (two different buildings doing the same thing).

There isnt an option to tell the governor to upgrade improvement x to y (not being the same, telling the governor to upgrade every farm for a factory for example), is there?

Would be nice because if i traded for a better, race specific technology it would be nice if i could upgrade all my own ones in one try.
