Starbase upgrade help

Rcvd the GC2 DL game for xmas, have several starbases built but dont know how to update with new modules I have uncovered in researching. can see new starbase module listed in a tech im researcing and have completed the research. I click on a starbase and the upgrade icon wont light up to allow upgrading. How does one upgrade starbaes? Any help appreciated.

You have to send additional constructors to a starbase to install upgrades. (One constructor per upgrade.)

It's inefficient, but it's the way it's always been.
