Population Glass Ceiling?

Hello folks,

So I'm trying out building an "economic planet" as reccomended by a few posters earlier.  But I'm having some difficulties.  The planet I chose had an Agro bonus tile, and I built a Harvester on it, raising my population cap from 8 billion to 22 billion.  Problem is, the population REFUSES to grow beyond 6.9 billion!  My approval is currently at 89 percent, which isn't perfect but it doesn't seem like it should flat out prevent birth.  I've even tried putting a recruitment center on the planet; no dice.

Anybody know whats going on here?  Is there a glass ceiling on certain qualities of planets that you can't really exceed?  Thanks again for the help.

I'm assuming you have a PQ6 planet you did this on.  There are Population Growth limits in place.  You can ferry people over to thep lanet to fill it out, but if you want it to grow by itself, you'll need to increase it's PQ by the terraforming techs.

also note that once get above 13B you are gonna start seeing huge morale hits, and its really gonna hit hard once you get to 18B; I think about 21-22B is the max sustainable.

At least, with the pop growth stopped by PQ, it's going to be easy enough to choose a morale level and just ship in the pop for that...
