What tech does recruitment center give you when you use Custom Civilization?

I think you have your question sort of backwards. The Recruiting Center is enabled by different techs in different trees. For example, the Terrans can build them when they get Space Militarization, and the Drengin get them with Strategic Analysis.

So I think the answer is that what tech you need to build Recruiting Centers depends on which tech tree you choose for the custom civ.

My civ apparently has the MinorRace tech tree. Where is the recruiting center there? Do you know a tech tree based on pure good civ's?

Altarians, Drath, Torians, and Iconians have "Good-Aligned" tech trees, with the Altarians and Drath getting special techs if they go "Good"

 

Terrans, Arceans, Thalans have "Neutral-Aligned" tech trees but really can go down any ethical route.

 

Yor, Drengin, Korath, and Korx have "Evil-Aligned" tech trees.  However, the Korx are actually a bit 'stronger' if you align them with Neutral instead of evil.
