constructors and rallypoints 1.99(rc)

from GalCiv2 Forums

to reproduce:

set a rally point (auto-fleet)

send a constructor to it

once it arrives, click on constructor:

 

1) can't command to construct a starbase

 

2) moving the constructor leaves the area indicator (highlighted dotted circle) around the rally point.

 

i can post shots and save games if this hasn't been reported already
