... and espionage

I've read in several places that it is possible to find out what the united planets will vote on before the turn the vote takes place. Could someone please explain this to me?

Is it not in the final game? If it is, where will this information be displayed? How do I go about getting it anyways?

I always have the full 25% into espionage and I have advanced espionage on all of the major races (and since the 1.99b update, the minor races too). Do I have the be the Kyrnn or something? :S

I don't tink espionage had anything to do with it.  I think this was, as Sole Soul said, a wish list item.

I would really like it if there was some sort of system for choosing what the issue would be.  Perhaps each race in the council would get a turn to pick from say 5 different things to vote on and then that one would go up for the vote.  Then you could push the issues that you want, instead of them being random.

Sadly I don't think I can give you an exact place (at least, no offical one at any rate - Tom Francis's new blog about Gal Civ II mentions that he was able to find out what the issue would be before it happened, and I'm fairly certain that a dev post somewhere mentioned it, though I can't give an exact one :S)

I also remember reading about that. IIRC it may be race specific with a tech or building???

It's definitely in the manual or something... I know I had it in my head that a sufficient level of espianoge would let you know votes in advance.  That said, I always played DA so I never had the opportunity to get sufficient intel to trigger it (provided it does happen, no personal experience there).  Getting high levels of intel on everybody with agents in DA never seemed worth the expenditure, so I never did it.

No, you cannot know in advance what a UP issue will be. You may be able to reload after seeing it directly, but I couldn't say if it'll be the same when you play back through to that point or not.

The UP vote issue will be random, if you reload a saved game from before the vote happened.

Which is probably how he 'picked' what would be voted upon at the UP...just kept quick loading until it was something he wanted.

Isn't this something which can be 'enforced' while in cheat mode with Ctrl+V?

If so... the random factor is still there, but the meeting happens when & then the player wishes for it.

It's in the manual:

Quoting from the Gold Edition hard printed manual, page 57:

"These proposals are randomly determined, but with a high enough espionage value, you can see what the proposals will be before a vote is called."
