Tweaking expansion through range?

I want to limit the range of colony ships so that colonization happens mostly within each empire's borders - it really irritates me in all games of this type that the AI always seems to want to colonize the furthest away areas, so, my question is:

How do I do this and what other factors in the game (space stations, etc) would have to modified to get the desired effect?

you can :

-mod support components in gc2types.xml (I divided everything by 2)

-mod political parties to include a malus to range (don't forget penalties too) (I put -50% myself)

-mod technologies to reduce range bonuses gained from techs (I divided everything by 2)

have fun playing with the values but don't forget to cheat yourself the techs and test it out thoroughly
