Cannot be traded techs

So, I've played a couple small games now and have noticed a few things about some techs.

There are a bunch of races that start with Industrial Revolution and Traditional Research.  The Terrans are the only race which can not trade either of these techs, every race except the Terrans can trade Traditional Research, but none can trade Industrial Revolution, except the Krynn.

So, my question is, is this intentional or an oversight? I think there are other techs like this too, but I haven't looked into it that close.

Personally, I think it's oversight that these techs are tradable by some, but not all races.

Drengin and Korath Specialized Reseach tech also is tradable by one, but not other race.

They should all probably be untradable. At least Krynn Industrial Revolution if nothing else.
