The Terran Alliance isn't building a military

I have been playing a couple of games at Masochistic difficulty in TOA the past week and both games had the Terran Alliance as opponents.  For some reason the Terrans seem to attempt to research through the Terror star tree without building a military.  I know this because when I invaded them I got the tech Terror Star 3, which no one else had.  This was deep in to the third or fourth year of the game and they had a military score of 0.  While I did not check, they did not seem to be exhibiting the signs of being reduced to fool (they had as large of empires as everyone else and had more techs than everyone else). No one ever attacks the Terran, so maybe they are relying on their leader's looks to keep them safe, but of course their juicy undefended planets appeal to a drengin general such as myself.  So are the terrans supposed to be sitting ducks throughout a large portion of the game, and has anybody else noticed this behavior?
