Question about economic slider bars

Say that you have military spending at 50%, and social and research at 25%. You have a planet with no starport. Does that planet miss out on a potential 50% extra social/research production? Or is it smart enough to divy it out to social and research? If its going to waste that way, is there a way to manage economic spending on a per planet basis?

Yes you can adjust each planets spending priorities. You con do this on the planet screen. You can not divert ALL resources to any one in particular on the planet screen alone (this must be done with the sliders).
On the planet screen there are 3 boxes (with the sheilds in them)that read: Military-Social-Research. There is a button next to the names that you can click on switch the priorities. Here is an example of how it works:
Lets say with the sliders you have it set for 100% military and 0% for social and research. When you double click a planet you will see (lets say 50) in the military box for sheilds. If you were to now click on the social button some of those sheilds would be transfered to social building. What the exact formula or percentage is I dont know.
I do this frequently on planets with no starport especially when I'm building a military asap and have the slider set to 100. At least this way I can still slowly build something social on a planet with no starport instead of 'build in turns' = NEVER.
I also do this when I'm 'fast researching' a tech. You then have the option of still building something military or social albiet slower. NOTE: diverting funds from research (on an individual planet) does not seem to slow down the research time. It might if you did this with EVERY planet, but I have never tested this theory. On the other hand diverting from military and social ALWAYS slows down the 'build in turns' time.

It's not really going to waste. Let's say you have Military and Social at 33% and Research at 34%. If you're not building anything, the 33% dedicated to funds are "returned" to you each turn, and Social and Research remain unaffected.

That is, if you're earning 100 bc/turn, 33 bc/turn would go to Social, and 34 bc/turn to Research. You would be spending 67 bc/turn.

Now, if you turn down the Military slider to zero, the other sliders re-adjust themselves proportionally. So now, you would have 49 bc/turn dedicated to Social, and 51 bc/turn to Research, and you're spending 100 bc/turn.
