Cannot create alliance

I have the Alliance tech researched, and have Close relations with the civilization I want to ally with. We have never been in wars and have always remained peaceful. Yet, why is there no Alliance option in the trade window?

I guess this is because the other civ doesn't have the Alliance tech? Too bad I turned off tech trading already. :/

That's exactly why. They must also have the "Alliance" technology to be able to enter into an alliance treaty.
