How to change population?

Hey guys, been making my self some custom gigantic maps. However, I haven't worked out how to change the starting population on planets...
When everyone's starting on 1 billion pop but the Torian's have super breeder everyone else is screwed! Also makes it really hard to get money early on.
Is there any way to change a homeworld's starting pop to 5mil?
