Weird Population Glitch

On my 2nd home system planet, I have 100% approval and super breeder going on it. But the population is frozen at 2.546 billion. I click turn, it doesn't change. My other planets increased and are full. This one is stuck there. How do I fix this? Or am I basically boned?

Several turns later, it has not moved. This is costing me money sigh. I was tempted to give the planet to another race for some sick tech, but I can't get barely anything for it.

Low PQ planets have a population growth cap. It will HOLD the full 8 billion, but it won't get there on its own. You can use a colony ship or transport to move people from other planets to get that planet up to the 8b cap.

Once you start terraforming the planet above PQ 4, it will start growing normally.

That's weird. That has never happened before. Also, after a few turns, it started up again normally and is now the full 8 billion. Wacky stuff.

That's weird because I can't recall my PQ4 ever stopping before it hit 8. Apparently I just didn't notice, or terraformed it and it increased. That wiki is very handy. Thank you kitty. Here's a Pounce treat ;)
