Project complete; Now building nothing.

But it IS building something.

If I recall correctly, this was a bug in DL and DA, and it seems to have jumped to Arnor as well: if you have queued a number of buildings on a planet, when one finishes, often, the little green popup says that the building is complete, and that the planet is now building "nothing." However, if you check the planet, it actually is building something, as it's moved on to the next item in the queue. The game does this sometimes, other times, it says the right thing (i.e., factory done, now building farm).

That can happen if there are auto upgrades. It looks as though it makes its mind up about the queue, before it gets to the part of the Inter-Turn software routine where it checks for upgrades that are now valid as a result of the last Turn.

I'm pretty sure I've seen it happen even when auto upgrades aren't available. Either way, it's still a bug, correct?

Yes, it's a bug, and it's been around since DL. It doesn't affect gameplay at all, so at worst, it's a minor annoyance. It would be nice if this were taken care of, but I wouldn't count on it.
