Dread Lords building oddly

Has anyone else noticed the Dread Lords building nonsensical stuff on their planets during the campaign? Specifically, morale buildings and truly absurd numbers of farms. They have no need for those, and can't possibly get any use out of them.

The computer in general builds nonsensical buildings and sometimes on the worst tiles. I conquered a planet that had a a research facility on a 700% Industry bonus tile...Really, it all depends on what intelligence the AI is set to.

The Dread Lords aren't supposed to build an actual empire during the campaigns, they just sort of hang out and kill ya when you come around.

In both previous installments, the Dread Lords built over their planets with nothing but Industrial Sectors. I'm just wondering if there's a difference this time around, or are they using the stock minor civ AI, or something else entirely.

Yeah, theyre sort of a super minor race >_> They pop up randomly with insane ships and pester you periodically. Not really all that big of a deal. More of pain then problem.
