i must be retarted but hwo can i change picture dimesions to 128x128 cuz they have be be dead on for the civilizion editor and i cant get them right so if there was some easy way id appreciate it if someone would tell me

If I understand you correctly, you have a picture of something (most likely a .jpeg) and you want to resize it to 128x128?

If so, then you'd have use some kind of image-editing software, like Adobe Photoshop, which costs money if you do not already own it.  You could instead use MSPAINT which comes with Windows for free.  There is probably other free image-editing software out there, but MSPAINT will work for simply resizing an image, or croping it down to a smaller size.
