Tech points

I was wondering if anyone knows where the tech points are located for a custom race.  Ive re-made the whole tech tree, by increasing all tech costs by a factor of 4, changed a few other things, but have been unable to find out where the tech points can be changed at.  In the end I guess, it doesnt really matter if I cant give more points, but being -400 does kinda bite haha.  Any help is much appreciated!

Yeah, I believe the tech points are hardcoded, but it's not a big deal if you're modding anyway since you can use racial tech trees (in TA) and/or assign techs manually.
