Zero Social Production

Ok I tried searching the forums but could not find anything that looked related to this.  I'm pretty far into a large game, and I noticed that one of my planets I colonized earlier had a ton of empty tiles.  So I inspected it, and it only had two structures built, while everything else in the queue said 'Never'.

Now I can't figure out why nothing is building on this planet.  It has a PQ of 16, a maxed population of 6b, 100% approval, more income than expenses, and an enhanced factory.  Still, it shows zero social and military production.  I don't understand what I'm missing, does anyone know why something like this would happen?

I see two possible reasons:
1) Is the planet "red", when you look at it in tactical (icon) view? That would mean you don't have proper extreme environment technology for it, so its mil and soc production have 100% penality.

2) You're playing all-labs (0/0/X sliders settings), and you forget to set there focus on social production.

When your empire runs more than 500 BC in the red, eveything comes to a screeching halt. Look elsewhere for the financial drain.

Ah, I see now, it indeed was not one of the extreme environments I had researched. I could have sworn I had it but I guess I had simply invaded the world before I got the research.
