Editing Bonus Tiles

Is there any way to edit the bonus tiles in a saved game? For example, change a 300% manufacturing bonus tile to a precursor mine? I thought the new editing tools included with Arnor would allow me but I don't see how. Thanks.

I believe short of having a hex editor there isn't a way to do it. Of course I haven't fully delved into the editors yet, but didn't see anything in there during my timw playing with them so far.
