Arcean Weather Control

Does it stack with biosphere modulator

As you can trade for / steal the Arcean weather control tech, if you are playing using the Drath or Altarian tech tree can you build both Weather Control & Biosphere Modulator on a planet for a net gain of +6 PQ and +4 tiles?

Rather a powerful combination if you can, I think...

If they go good alignment, the Altarians also get a tech that gives them an additional +1 PQ. Combine that with the two buildings, and it's a very powerful combination.

Unfortunately, the Arceans always seem very slow to research Weather Control.
