What is the Torians' intelligence listed as in the foreign policy stats screen?

I've experienced this on suicidal, It seems many races have econ crashes and leave worlds undeveloped. As to which races, it varies. The econ as it stands is not good for the AI at all, I see you are trying to limit player resources but I have several civs crashing from puny militaries. I keep no military and after long work and luck I have a massive surplus of cash rolling in (3 econ resources were right near me, two ignored ones in deep space). I worked extremely hard and have full econ bonuses +. I can't keep a decent military at all as it quickly starts eating too much cash. Luckily my economy keeps them scared but the Torians and the Yor Clones (yor replacement race using yor tree and giving them econ bonuses) have the only chance of providing me any challenge now, the drengin stopped colonizing planets for unknown reasons, the altarians got a crap start location, the terrans colonized really slow even with a top starting location, the krynn got screwed the drath fooled around the arceans got pinched by two other races and the iconians got pinched by three. This is with disease event which just stalled out all the AI except a few, leaving me to colonize a 3rd of the galaxy (with only minors sharing it).
