I noticed this in the most recent Computer Gaming World, then found a link on the 'net. I guess Free Speech is not quite so free in Germany. Looks like GalCiv could be "warm and fuzzy" enough to withstand the German Government because war is not the only way to win.

Germany: Federal agency bans "C&G Generals" (in German)
(Chip online) The federal agency that examines products for their harmfulness to young people on Friday confirmed the ban of the computer game "C&C Generals". The game had been banned provisionally following a request by Ulla Schmidt, social-democratic minister for families. Electronic Arts, the company that produces the game, had objected to the ban arguing that the entertainment industry self-regulation body had rated the game as suitable for over-16s. Electronic Arts also argued that the minister had given "partly wrong and incorrect" reasons for banning the game. (12 March 2003)
