Newbie question: Confused about an icon

There's an icon in this game that confuses me because I have no idea what it represents.

It looks like a filled-in circle, in parentheses, with an arrow pointing downwards below the filled-in circle.  This entire icon is in a circle (not filled-in).

You can see this icon when you start up a new game, click on your home planet, and look at the image of the planet, where the "View" button is.  It's in the top right of that small, square, planet image.

Do you mean the social spending you aren't using? I think it has something like that to indicate that your unused social spending is being put onto Military.

No - it's the set rally point icon for the planet.

Click on it and a list of rally points you have created will pop up and you can select one to be the default destination for ships built at that planet. Any ships built will then auto-launch on completion and have their destination set to that rally point.

Obviously, if you haven't yet created any rally points it does nothing.
