Buying multiple planetary improvements in 1 turn.

In the colony management screen you can buy more than 1 planetary improvement in a single turn. You can't if you're on the planetary management screen. Seems like a bug to me.

This is probably something that's been around a long time. It's definitely a bug (exploit) though.
