In Dread Lords and Dark Avatar, the Mind Control Center (the MCC) was meant to easily flip planets. Instead, it made flipping planets harder but it gave a 100& economic boost, so most player didn't really care and it became essential to the "score-grinding" gang.
Here's why it gave economics a 100% boost.
in the DL and DA Planetary Improvements XML, the MCC is listed as having a "AbiltyBonus 100" but it is NOT attached to any ability type (like it should be). But since it is all based on ONE tech tree and set of improvements, the Game Engine defaulted on its own to the FIRST of the Abilities listed for any race...that is ECONOMICS, thus resulting in a 100% economic bonus to whomever built the MCC.
However, in Twilight, the AbilityType was still not inputed into the XML. This time the game has multiple tech trees, improvements, and other balancing factors to take into place so it can no longer default to the first ability choice, which would have been Economics. Now instead, the MCC does absolutely nothing. It still doesn't flip planets correctly (this is a Core Code Issue and cannot be resolved in the XML) but you can no longer receive the trade off either, that is the defaulting to the 100% economic bonus.
Hopefully, the Devs, now knowing what the issue is (at least I think so, again, I'm just a lowly gamer) can remedy this when they send out their next patches. (since editing the XML with one line (AbilityType) shouldn't take that long.
