AI not colonizing

Here's a screenshot of my current TA galaxy:

Settings: Immense, abundant stars, common/occasional planets, very slow tech.
9 Major civs, 8 Minor civs, Painful difficulty, AI using max CPU.

The problems are the Yor and Drengin (on the left and right sides of the map, respectively). Neither of them have colonized any planets beyond their home system, and they've done very little research, if any. They've built a couple of mining starbases, but they each have at least half a dozen colony ships in orbit around their home worlds.

It's possible they've just been extremely unlucky and haven't come across habitable planets yet, though, and it's not actually bugged. Does the AI not scout for planets with its colony ships?

As for the Yor, they are pretty close to a couple of other civs, so they may have been beaten to the punch, so to speak. The Drengin seem to have plenty of planets in their vicinity, so I don't know what to say about them.

Did you tick (or forget to untick) the "randomize intellegence" box? This will generally give you a couple of 'droolers'. Did you CTRL-N? This can reset the intellegence levels as well- though I always thought that it reset all of the civs, not just a couple. Check the intelligence levels of the Drengin and Yor in the game. This may give a bit of insight.

To answer your question: Yes, the AI does scout for planets.

I wasn't aware of the Ctrl+N bug, which would certainly explain a few things.
